REGIONAL CHP INITIATIVES AND APPLICATION CENTERS

Across the United States, Regional CHP Initiatives and Application Centers (RACs) have formed to address local barriers to CHP and promote the benefits of recycling energy. Supplementing the National Roadmap, each region has developed their own Regional Roadmap as a blueprint to advance CHP in their States.

The Regional CHP Initiatives

The Regional CHP Initiatives began with the support of DOE Regional Offices and have been gaining momentum by building public and private partnerships in an effort to accelerate the deployment of CHP in the regions. The National CHP Roadmap identified and ranked barriers to CHP, but each region's needs and priorities can be unique. As the USCHPA addresses many legislative and regulatory barriers at the national level, the regional initiatives are best equipped to lead efforts to address the more localized roadblocks facing CHP.

The Midwest Initiative was the first of its kind and works closely with the Midwest CHP Application Center, which was the first regional CHP Application Center in the US.

The USCHPA has a Regional Initiative Representative, Suzanne Watson. If you are interested in becoming more involved in CHP efforts in your region, please contact Suzanne Watson or one of the regional contacts that follow.

The Midwest

The mission of the Midwest CHP Initiative is to: 1) lead the region in encouraging the use of and in implementation of CHP technologies; 2) drive CHP Roadmap action items for the Midwest Region in support of DOE's goal of doubling CHP use by 2010, and; 3) provide a central point for coordination and communications among the various stakeholder organizations in the region.

The Midwest has the first regional CHP Initiative and CHP Application Center. For more information on the CHP Application Center, please contact John Cuttica. Ted Bronson is the main contact for the Midwest CHP Initiative, and notes that, "We are here to help implement an energy mix that will build the bridge to the new economy electricity requirement that will improve the environment, improve electric power reliability and security, improve energy efficiency, and reduce end user costs and risks." The most recent Regional Roadmap workshop held was in May of 2005.

The Northeast

The Northeast CHP Initiative (NECHPI) actively supports CHP at state level regulatory and legislative proceedings. The NECHPI mission is to:

  • Lead the Region in encouraging the use and implementation of CHP technologies;
  • Drive CHP roadmap actions items for the Northeast Region in support of DOE’s and EPA’s goal of doubling CHP use by 2010; and
  • Provide a central point for coordination and communications among the various stakeholder organizations in the region, including federal agencies, state agencies, utilities, project developers, equipment manufacturers, CHP users, universities, research institutions, and public interest groups.

Prior to the 1st National CHP Roadmap, the Northeast region held 2 separate regional Roadmapping workshops in 2000 (materials provided below). Since then, the smaller regions have combined and hosted one cohesive Northeast regional initiative that kicked-off in Spring of 2002. The first meeting was hosted by Scott Hutchins of the Boston Regional Office of the Department of Energy. Meeting minutes and other materials follow. The Southeast

The first meeting of the Southeast CHP Initiative was hosted by the Atlanta Regional Office of the US DOE on May 22, 2002. The purpose of this meeting was to plan the overall development, structure and purpose of the Initiative - an ad-hoc group of industry, environmental, educational, and government groups partnered together to support the goal of doubling CHP in the U.S. in the next 10 years. This first meeting focused on identifying the right people, and some of the key issues facing Southern states in meeting this goal.

The climate of the Southeast, and the absence of much utility restructuring activities, give this region different priorities for deploying CHP. Here, the positive energy and environmental cost benefits of CHP desiccant technologies are a frontrunner. The Southern States Energy Board (SSEB) has hosted meetings in 2002 and 2003 to address barriers to CHP and potential solutions. The most recent Roadmap Workshop was completed in September 2005

The Pacific Northwest

On June 24, 2003, a CHP Roundtable was held in Portland, Oregon to create a dialogue among utility, industry, and policy/regulatory leaders in the Pacific Northwest who can uncover win/win solutions for unleashing the potential of combined heat and power. Download the CHP Roundtable Proceedings.

In addition, a multi-state CHP Market Study Project is underway. Energy International, under contract with Oak Ridge National Lab, is conducting a multi-year study on the deployment of CHP in the Pacific Northwest. A CHP Pacific Northwest Roadmap Workshop was held October 15, 2002, in Seattle, Washington. From this workshop, PNW Regional Roadmap Priorities were revisited and documented.

The Pacific

The Inaugural Meeting of Southwest CHP Stakeholders, was held during the CADER-USCHPA sponsored "Networking DG Connectivity and Market Access Conference" on November 11-12, 2002. For more information on the Pacific Region CHP Application Center, please contact Tim Lipman at the University of California, Berkeley. A Roadmap workshop was held at the 2003 CADER meeting

The Intermountain CHP Initiative is an alliance of industry, utility, environmental, research, and governmental organizations that work with the Intermountain CHP Application Center to increase clean, energy-efficient CHP in the Intermountain region. The task force holds monthly one-hour conference calls and works on removing marketplace and governmental barriers to CHP.

The initiative was launched in April 2004 at the U.S. Department of Energy Denver Regional Office Combined Heat and Power Summit. See the Summit's Summary & Final Report . The minutes from the monthly conference calls and an announcement about the next call are posted on the Initiative's website.

The Regional CHP Application Centers

In April 2001, the U.S. Department of Energy, through Oak Ridge National Laboratory (ORNL), established the first pilot CHP Regional Application Center(RAC) to serve the Midwest. This pilot RAC developed and proved the Regional Application Center processes. Based on the success of the pilot RAC, DOE has established seven additional RACs.

The purpose of the RACs is to facilitate deployment of CHP technologies by working regionally to educate market players on the benefits of CHP technologies while reducing perceived risk, and identifying and providing specialized support to facilitate the development and execution of key projects. In addition, these RACs will provide a valuable feedback loop to DOE and industry regarding future R&D program needs. The RACs are of the primary venues acting to achieve the DOE goal of doubling CHP installed capacity to 92 GW by 2010.
